In this mode, you act as both a fleet commander and a national leader. Competing nations, each represented by a color, are in constant conflict. Your nation's color is blue. Recruit soldiers at your ports and command your fleets to defeat enemy naval forces. Use your army to occupy enemy ports, or deploy paratroopers for surprise captures or reinforcements. Victory is achieved by capturing every enemy port and eliminating their capacity to retaliate. You are defeated if you lose all your ports and cannot reclaim any. Maximize troop numbers to win ground battles following successful naval engagements. However, if you lose the fleet battle as the attacker, all embarked troops will be lost.

Tips for port management:

1. Secure oil derricks early in the game by deploying troops via warship to gain a steady income boost. Initially, unoccupied derricks require minimal troops to capture.

2. Monitor your opponent's movements closely and react swiftly. Leverage the conflicts between other nations to your benefit. Enemy fleet movements can signal either a threat or an opening. Seizing the chance to attack an opponent's port or capture their oil derrick can yield long-term strategic advantages.

3. Cancel troop training or fleet construction when necessary. If you anticipate a port will be captured, halting production prevents your invested, unfinished units from becoming resources for the enemy.

4. Retreat from naval battles when prudent. Avoiding unnecessary combat can minimize losses, even though withdrawing carries its own risks.

5. Monitor your income to build fleets and train troops promptly. Fleet and troop production take time; starting earlier allows you to launch attacks sooner.
